SOLUTION: Make sure that the message server is started.
Solution
Scenario 1: Check and ensure the parameter rdisp/msserv_internal is correctly maintained. The parameter rdisp/msserv_internal should be in 39xx (xx = instance number).
Scenario 2: As stated in the error log, you have to ensure the message server is up and running.
