Symptom
You are getting blank page while accessing the RSA1 Metadata Repository, “This program cannot display the webpage”.
Solution
Both SICF services have to be activated,
/sap/public/myssocntl
/sap/bc/webdynpro/sap/rso_metadata_repository
Additionally, refer to below SAP Notes and Wiki as listed,

• 1634876 – Short dump when navigating in BW Metadata Repository
• 1702961 – BW Metadata Repository displays blank page
• 1769139 – Metadata Repository: “This program cannot display the webpage”
• 1818203 BW Mtd. Repository: Incorrect URL w/ portal on same host
• 2117827 If HTTP Protocol is disabled BW Metadata Repository fails
