Your STMS configuration is stuck due to below error and this error may occurred most probably due to system refresh / system copy.

Solution
Step 1: Perform the post installation actions for transport organizer.
Step 2: Perform the STMS deletion.
Step 3: In STMS screen, type in DICO (without /n) and as per below screenshot, click dustbin icon to remove the configuration.
