Maximum number of segments to not disclaim blocks in
Parameter Description
Defines the MAXIMUM number of segments that will not be disclaimed based on the average. This means that even if the average number of segments in the system reaches (for example) 2000, we will never maintain more than this number of undisclaimed segments.
