Main switch for Blacklist Monitor.
Usually, the Blacklist Monitor is started and stopped by the Blacklist Monitor Api IF_SBLM_API. The value of the profile parameter should not be changed as long as no problems occur.

The Blacklist Monitor is deactivated. The Blacklist Monitor is turned off and the Blacklist Monitor Api is disabled.
