Solution
Please refer to SAP Note 2808048 – Error “Unable to load form for language vector X”.
So the error is typically caused by the incorrect HTTP port number 0, which was specified by the ICM parameter icm/server_port_xxxx. No port is open for inbound connections when the port number is 0. The port number for inbound connections must be explicitly configured in order to use ADS.
Maintain a port number for the HTTP or HTTPS connection parameter, icm/server_port_xxxx.
