By default, Internet Explorer will notify you once any download items is completed. But if you want to disable this option, you can go to Internet Options and jump to Advanced tab. Scroll down and look for Notify when downloads complete.
To disable the function, just deselect the check box and to re-enable, select the check box. Click Apply and OK.
