Symptom
You are getting ERROR: timeout during allocate while executing the connection test of MDX PARSER.
Solution
Follow SAP Note 1032461 – MDX parser does not start.
Basically, you will need to download librfc32.dll file from SAP Service Marketplace and place in the same directory as mdxsvr.exe.
