Symptom
You just move a transport request and you notice from the transaction code STMS – transport log, the Import Preview show the status Cancelled with Return Code 16. The transport request owner confirm that the transport is successfully imported to the target system.
Details from the transport log,

Solution
Basically, the error will have no impact to the transport request. The transport request will be imported successfully but still, you need to verify with the transport owner.
By the way, SAP has published SAP Note 2086952 – Import preview terminates with RC=0016 (“unknown step”) to cater this error. From the SAP Note, SAP state that the problem is caused by an error in the transport program R3trans as of the version dated AUG/26/2014, which was available on SAP Service Marketplace as of October 22. The error is corrected as of the R3trans version dated OCT/28/2014.
So, the solution is – download and apply the fixed R3trans from the SAP Note or just apply the latest R3trans available from the SAP Service Marketplace.
