Open the Local Group Policy Editor, and navigate to the following tree,
Local Computer Policy > User Configuration > Administrative Templates
> Start Menu and Taskbar
Look at the right panel screen and find for,
• To enable or disable users from pinning items to Jump List, double click on “Do not allow pinning items in Jump Lists”. Choose Enabled or Disabled.
• To enable or disable users from pinning programs to the Taskbar, double click on “Do not allow pinning programs to the Taskbar”. Choose Enabled or Disabled
Save and restart your Windows to activate the changes.
