Solution
Most probably is the support packages file is corrupted. You may need to download the new one and replace it. You can also refer to this article, SPAM: DISASSEMBLE – FILE_OPEN_ERROR. In some cases, you need to upgrade the SPAM/SAINT and SAP kernel version.
