You can use report RCWB_UNSIGNED_NOTE_CONFIG to define which file type to be downloaded (Download unsigned SAP Note / Do not download unsigned SAP Note).
The report is executable from the transaction code SE38 and once you made the selection – just click on save to activate. Do refer SAP Note 2823496 – Error in remote connection to destination. SAPSNOTE: RFC destination SAPOSS does not exist for the updated information.

It is worthy to mention that SAP recommends downloading only digitally signed SAP Notes. However, if a digitally signed SAP Note is not available and only the unsigned SAP Note is, customers can still download unsigned SAP Notes until the end of 2019. This is why the option ‘Download unsigned SAP Note’ in report RCWB_UNSIGNED_NOTE_CONFIG is made available.
Starting January 1st 2020, Note Assistant can only download digitally signed SAP Notes, meaning RFC connection will not be required by then and the option ‘Do not download unsigned SAP Note’ must be selected.
