1. If you are trying to unlock a user in transaction code SU01 but the system persist to say that the user is still locked. It’s because the SAP system is maintained by the Central User Administration (CUA).
2. You can unlock the user by logon to the CUA system, execute transaction code SU01 and unlock the user in globally.
