In Windows 7, you can activate or deactivate the Aero Shake from the Local Group Policy Editor.
Navigate as following,
Local Computer Policy > User Configuration > Administrative Templates > Desktop.
Double click on “Turn off Aero Shake windows minimizing mouse gesture”. Choose Enabled to turn off.
