As designated, the Virtual Machine Container will automatically become active if the SAP Netweaver AS ABAP is up. If you shutting down the SAP Netweaver AS ABAP, the Virtual Machine Container will become inactive. But, you can also manually activate and deactivate the Virtual Machine Container using transaction code SM52.
Proceed with below steps,
Open transaction code SM52. Choose on Virtual Machine Container > Activate / Deactivate.
