You have found that the SJOBREPO is not active in the SAP S/4HANA system.
Solution
Open transaction code SE38 and press F8 to execute report R_JR_UTIL_1. Click on Show Job Repository State to see the current status.
If the status shown as inactive, select the second option, Change Job Repository State. Once activated, you will see the status as below.
Utility report for technical job repository
AS ABAP by default runs in "SIMPLE" mode - Job Repository Job Automation is possible
Job Repository runs according to OnPremise Flavor
Default Step-User for Technical Jobs in this client ( 888 ) is SAP_SYSTEM
