The protect function on the transport request is to make sure that only the owner of the request be able to add more users. Other users will not be able to add if the request protection is enable.
To enable the protection, use transaction code SE01 and jump to Display tab. Key in the transport number and click on Display.
Now, click on the transport and go to Request / Task > Request > Protect. To remove, select Remove Protection
