Request must still be approved status define that the request is in the QA worklist and it has not yet been approved completely.
1. Logon to the system. Execute transaction code STMS. Point and select the necessary transport request. Go to Extras -> Activate Inactive Requests. It will activate the selected transport request and now you can proceed to transport the request.
