Solution
There are multiple causes for this issue, one of most common is due to the portal is running in the safe mode. You can verify as per this article, How to Enable / Disable Safe Mode for SAP AS JAVA. Do also refer to this SAP Note 1889857 – Java iview runtime error on accessing irj/portal after upgrade or patching.
Another client of mine is getting the same error message and he manage to fix the issue by restarting the SAP system.
