Diagnosis
The global setting is currently:
Repository and cross-client Customizing not modifiable.
If you want to change the change option in namespaces, name ranges or software components, you must set the global change option to modifiable.
Procedure
Change the global setting to modifiable by selecting the:
Set System Change Option function under the Administration node in the Transport Organizer Tools (SE03).
