You are getting below error, Central System Log Cannot be Read when ever you execute the transaction code SM21.
Solution
Shutdown the SAP system. Delete the SLOG file (rename to a new name – SLOG.OLD). Start the SAP system. If still not solved, please refer to SAP Note 25526.
