Symptom
In transaction code SM51, click on Release Notes. You are getting notfication, ICU Version Library not loaded.

Solution
• Verify the kernel upgrade reflected on operating system level and SAP level. If the SAP system is configured with application servers, make sure that the kernel upgrade is reflected and having the same version on all central instance and application servers instance.

• Check for kernel upgrade were correctly implemented (if you are getting the error after kernel upgrade). Verify the kernel upgrade were correctly distributed (for systems which having application servers) from sapcpe logs.
• Check your SAP version, unicode or non unicode by referring to SAP Note 519753. (For my case the issue was resolved by point 3)
