SM59: user is not authorized to start TP

Symptom

You receive an error like below when try to executing connection test on transaction code SM59. This error also occurred when you are trying to access the system import queue.

ERROR: user xxxx is not authorized to start TP xxxx

From dev_rd log,

GwICheckSecInfo: check entry [1] tp=*, lu=*
GwICheckSecInfo: entry rejected due to note 1434117
GwICheckSecInfo: entry not found

Solution

Go to transaction code SMGW. Choose Goto > Expert Functions > External Security > Display (secinfo & reginfo). Please make sure both file is readable and configured correctly (incorrect entry of VERSION 1 or VERSION 2).
