You have followed the steps from SAP Transport Request Import Queue is Empty but still, the queue is empty and not showing any transport list. When you check the buffer file, /usr/sap/trans/buffer/SID – the file output is showing below message at the end of the file,
The same below message is appearing even after multiple refresh or manual add transport.

Solution
Ensure all the systems are in the same group.
