This function will disable the access to the Windows Control Panel programs. Windows will disable the Control.exe (Control Panel service) to start up. As result, users cannot start or run any Control Panel item.
1. In Local Group Policy Editor. Navigate as below,
Local Computer Policy > User Configuration > Administrative Templates >
Control Panel
2. Double click on Prohibit access to the Control Panel. Select Enabled.
