Symptom
There are various type of symptoms can be conclude when we talking about the Chinese characters issue in PDF. We need to see from multiple point of view. How the PDF is created? non or unicode method? SAPCONNECT? I cannot tell exactly the solution but please review all the notes and blogs from SAP Notes, SAP Forum for better understanding thus helping you to resolve the issue!

• Check on the transaction code SE73 – Chinese characters in maintained. (CNSONG)
• Check the device type is correct and supported for Chinese character
• Check the SAPCONNECT (device type of format conversion) via transaction code SCOT
• On the SAPscript/SmartForm, check/confirm with ABAPer the Chinese character is defined during the creation. You can also check yourself via spool (select RAW) – SAP Note 776507
