Symptom
You want to release transport request using DDIC user but getting below error.
Solution
As user DDIC (or SAP*), you cannot execute the function concerned (protect, lock, release, or confirm request/task).
You will need to change the transport owner to another user that is authorized with authorization S_CTS_DEVELO (S_CTS_PROJEC). The transport owner can be change via Change SAP Transport Request Owner. Once changed, you can release the transport using the new owner id.
