Open the Registry Editor. Navigate as following,
HKEY_CURRENT_USER > Software > Microsoft > Windows >
CurrentVersion > Explorer > Advanced
Create a new DWORD value. Enter the Value name as ExtendedUIHoverTime and Value data as 99999999. Click OK and restart your laptop/desktop.
